A good general rule is put the strongest abilities early in the revo bar and weaker short cool down abilities on the back end so they go off less often. Generally just look at the tooltip and if the ability damage % is higher than another ability you want it earlier.. Arris blinking green light

Since monday's update, revolution was made to automatically trigger threshold and ultimate abilities, provided you have the required adrenaline for it. Well, not on my account, despite having setup my actions bars properly, I still have to manually use threshold and ultimate abilities.You should be fine.
