2024 Imessage photo not downloading

I had to update the latest ios software update. Then I was able to look at pictures on iMessage. I’m on ios16.2 right now. I opened iMessage a few days ago and pictures didn’t show up then and it said pictures will show after indexing. I contacted apple support and they said to update to 16.2 as I was on 15.5.So, it seems the problem is clearly with the iphone itself or perhaps my service provider; the data is "there" but not visible in my iphone, but the Decipher TextMessage app "sees" that data for export to PDF.
